According to the decision of the People’s Committee of Hung Yen province, Vinhomes Joint Stock Company is allocated and leased a total of about 23.3 hectares of land in the second phase in Pho Hien ward.
Of which, nearly 20 hectares of land are allocated to the enterprise to build social housing, roads, public greenery, sports facilities, a market, and office headquarters. This area is exempt from land use fees. After completion, the technical and social infrastructure items will be handed over to the State for management.
In addition, the province also leases about 3.4 hectares of land to Vinhomes to build educational, cultural, medical facilities, and parking lots. The enterprise will pay the land rent annually, with a term lasting until November 21, 2075.
The People’s Committee of Pho Hien ward is assigned to inspect and supervise the land use for project implementation. The province also requests the Department of Agriculture and Environment to determine the land price for building low-rise commercial housing in the project and transfer the information determining financial obligations on land to the tax authority.

The social housing area in Pho Hien ward was commenced by Vingroup at the end of last year with a total area of over 31 hectares. Of which, 12.7 hectares of land are allocated to build 25 nine-story apartment buildings, expected to provide 4,400 units. This volume of products meets the housing needs of more than 9,740 people.
The project also provides adjacent commercial social housing units built on an area of nearly 3.1 hectares, 4 stories high, with a population scale of over 900 people. Other items include parks, cultural and medical facilities, inter-level schools, sports areas, parking lots… The total investment of the project is about 6,000 billion VND, and the implementation period is 60 months.
In the 2021-2024 period, Hung Yen (before merging) completed 1,500 social housing units. Last year alone, the province exceeded its target by completing 3,073 units. This year, the province is assigned to complete an additional 5,900 units. Some projects currently on sale in the area are priced at about 18 to 21 million VND per square meter.
