Proposal of 6 resettlement areas for the Olympic project and National Highway 1A expansion – VnExpress

In a document sent to the Hanoi People’s Committee, the Department of Planning and Architecture stated that the Thuong Tin Commune People’s Committee proposed a series of locations for resettlement and site clearance for the Hanoi International Sports Urban Area (Olympic) and the project to expand the National Highway 1 axis from Ring Road 1 to the Cau Gie interchange.

For the Olympic project, about 600 households need resettlement. The commune authorities proposed 2 resettlement locations with a total area of 9.6 hectares in the Nhan Hien and Thuy Ung areas.

For the National Highway 1A expansion project, the number of households needing resettlement is about 750. In addition to 4 land plots in the Van Giap – Van Hoi area and 20 percent of the resettlement area in the Thuy Ung area, Thuong Tin commune proposed using the surplus and reserve slots from two areas serving the North – South high-speed railway and Ring Road 4 projects as resettlement locations for the households.

The Department of Planning and Architecture said that the above resettlement locations are suitable for the land use functions according to the zoning plan orientation and are located outside the project implementation boundaries. For the Thuy Ung area in particular, the Department noted that a minimum of 1.4 hectares must be reserved for urban green space.

This agency proposed that the Hanoi People’s Committee agree on the policy for the resettlement areas. The specific scale and boundaries of each land plot will be determined during the planning and investment project formulation stage, ensuring no overlap with other projects. The Thuong Tin Commune People’s Committee will formulate, appraise, and approve the 1/500 detailed plan or the general layout of the land arranged for resettlement.

The project to expand the National Highway 1 axis started on May 19 with a length of 36.3 km. The project passes through 18 wards and communes of Hanoi, with the starting point connecting to Ring Road 1 at the Kim Lien tunnel in Kim Lien and Bach Mai wards, and the ending point connecting to the Cau Gie interchange in Chuyen My commune. The city expects to basically complete the project in 2027.

The Olympic sports urban area will commence construction in late 2025, with a scale of over 9,100 hectares and a total investment of about 925,000 billion VND, spanning across 11 communes and expected to serve over a million residents. Currently, the measurement and determination of the land use origins for the project have been completed. The investor is constructing the Hung Vuong stadium complex with 135,000 seats in subdivision B, aiming for completion in July 2027.

According to Resolution 258 on specific policies for implementing major projects, the Hanoi People’s Council is allowed to decide on compensation and resettlement rates for large, important projects that need to be implemented immediately in the Capital at twice the regulated level. These projects are also allowed to carry out planning and construction commencement procedures simultaneously with the investment policy approval and decision procedures.
