Prime Minister orders preparation of cleared land for rental housing construction – VnExpress Business

This content is stated in the Government’s plan to implement the conclusion of General Secretary and President To Lam on social housing and housing development orientation.

According to the plan, the Prime Minister requested ministries, sectors, and localities to review land funds and perfect housing planning linked with technical infrastructure, essential social services, education, healthcare, and culture.

In which, the key task is to proactively clear sites and prepare cleared land funds to develop rental housing.

In reality, the housing rental demand of workers in industrial zones is very large, but the fund of long-term housing with affordable prices is facing a shortage in places such as Hai Phong, Bac Ninh, and Hung Yen.

For example, in Hai Phong, which has more than 370,000 industrial workers, the demand for social housing and rental housing in the next 4 years is about 33,000 units.

The locality has exceeded its social housing target for the 2021-2025 period (reaching 16,679 units), but in the immediate future, it only plans to buy 4,256 units for rent, meeting over 12 percent of the demand.

Previously, General Secretary and President To Lam and Prime Minister Le Minh Hung directed localities to promote the development of rental housing, a segment prioritized for development until 2030.

In the implementation plan, the Government affirmed the viewpoint that the right to have a legal residence is a basic right of citizens, and access to safe and affordable housing is a measure of social progress. The State has housing development policies aimed at the goal of everyone having a place to live.

The Government requested a strong shift in housing development thinking. Besides housing for sale, Vietnam needs to prioritize the development of rental housing, especially the rental apartment model in large cities, industrial parks, economic zones, driving regions, and important economic corridors.

According to this orientation, rental housing is identified as a strategic, long-term segment serving a large number of people, especially workers, laborers, students, cadres, civil servants, public employees, and the armed forces.

The Government also emphasized developing housing according to a market mechanism with the State’s orientation and effective management. The State does not subsidize housing, but neither does it completely let the market self-regulate. The State’s role is to facilitate through building institutions, policies, and planning, creating conditions for enterprises to participate in investment and operation with reasonable profits, and for people to access housing suitable for their ability to pay.

In addition to preparing cleared land funds, the Government requested ministries and sectors to research and develop appropriate land, credit, financial, and tax policies to rapidly develop the rental housing market at reasonable prices, while encouraging the private sector to participate in investment. The Ministry of Construction is researching preferential land and financial mechanisms to develop this type of housing.

The Government also requested the simplification of housing development procedures under a one-stop, single focal point, standard process mechanism. Procedures regarding investment, planning, land allocation, construction licensing, and access to preferential credit will be shortened, ensuring clear deadlines and implementation responsibilities.

Furthermore, ministries and sectors are assigned to strictly control cases entitled to priority housing policies, ensuring openness and transparency, and preventing policy profiteering and housing speculation.

According to the plan, ministries and sectors will research and concretize the new guidelines into the amended Housing Law and the amended Law on Real Estate Business, which are expected to be submitted to the National Assembly for consideration at the October session this year.
