Bac Ninh has another housing project approved for sale to foreigners – VnExpress

The People’s Committee of Bac Ninh Province has just announced that the Hong Hac City project is permitted to be sold to foreign organizations and individuals, with a maximum of 872 units.

According to the determination of the Department of Construction, this list includes 624 apartments in two multi-functional buildings and 248 individual houses (villas, townhouses).

Previously, the Ministry of National Defense, Military Region 1, and the Ministry of Public Security confirmed that the project is not located in an area requiring national defense and security assurance, thus meeting the conditions for foreign homeownership under the regulations.

The approval for Hong Hac City to sell houses to foreigners comes as Bac Ninh continues to be one of the country’s leading localities in attracting foreign direct investment (FDI). In the first six months of this year, the province attracted a total converted investment capital of over 9.86 billion USD, ranking fourth nationwide in FDI attraction, after Thai Nguyen, Ho Chi Minh City, and Hanoi.

According to a report last year by Knight Frank Vietnam, since Vietnam allowed foreigners to own housing, more than 12,000 foreigners have purchased apartments, mainly in Hanoi and Ho Chi Minh City. The firm believes that demand will continue to be driven by urbanization, FDI inflows, and the increasing number of international experts coming to work in Vietnam. Along with the rise in FDI inflows, the number of foreign experts and laborers working in Bac Ninh has also increased over the years. By the end of May, the entire province had about 3,085 enterprises employing more than 32,460 foreign workers. By the end of 2025, Bac Ninh had more than 40,000 residing foreigners; the first 10 months of 2025 alone recorded more than 205,000 temporary residence registrations by foreigners. For the 2026-2027 period, the number of foreigners living and working in the province is projected to continue to grow.

Hong Hac City spans nearly 198 hectares at the southern gateway of Bac Ninh Province, bordering Gia Lam (Hanoi). The project is invested by the VietinBank Trade Union Investment Joint Stock Company as the legal entity, with the development participation of Phu My Hung Development Co., Ltd. and Nomura Real Estate Vietnam, a member of Nomura Group (Japan).

The project is planned with an infrastructure system, green spaces, commercial and educational areas, and public amenities. The developer stated that more than 1,000 villas and townhouses in the first subdivision – Hong Phat – have been granted land use right certificates.

According to the plan, the second model home will be put into operation on July 18, after the first model home opened to visitors on June 13. The first phase (Zone F1-1) of the Hong Phat subdivision is expected to be handed over by the end of the year.

Under the Housing Law 2023, foreign organizations and individuals are only allowed to own commercial housing in projects that are not located in areas requiring national defense and security assurance. The ownership quantity must not exceed 30% of the apartments in a condominium building; for individual houses, it must not exceed 250 units within an area with a population equivalent to a ward-level administrative unit. The ownership term is a maximum of 50 years from the date of issuance of the certificate and can be extended once if needed.
