Handico Consortium Seeks to Reduce Size of Multi-Purpose Urban Area in Dong Anh – VnExpress

Hanoi – The consortium has proposed reducing the project scale from nearly 700 hectares to 474 hectares, and implementing it only in Thien Loc and Phuc Minh communes, instead of three locations as before.

On July 13, the Department of Finance submitted a report to the Standing Committee of the Hanoi People’s Council on the implementation status of key projects under the National Assembly’s Resolution No. 258, including the Bac Thang Long Urban City multi-purpose urban area. The investor of this project is a consortium of Handico, Sunshine Group, and Thai Nam Group.

The Department stated that Handico Company, representing the consortium, proposed adjusting and reducing the project scale from nearly 700 hectares in three communes of Thien Loc, Phuc Thinh, and Me Linh to 474.3 hectares in two communes of Thien Loc and Phuc Thinh. Among them, Phuc Thinh commune is one of the two localities selected by Hanoi to pilot the socialist commune and ward model.

The consortium has reached an agreement with the Department of Planning and Architecture and reported the proposal to the Hanoi People’s Committee.

Regarding the implementation progress, the investor has prepared a 1/500 detailed planning scheme and is currently gathering public feedback. The project boundary markers have also been handed over by the Department of Agriculture and Environment to facilitate land clearance. However, the implementation progress is slower than planned. The Department of Finance requested the consortium to expedite the process in accordance with the city’s directives.

The Department also requested the investor to prepare, appraise, and approve the feasibility study report and the environmental impact assessment report, to be completed by July 30, 2026. The consortium must coordinate with local authorities to carry out compensation and site clearance, to be completed before December 30, 2026.

Commenced on February 2, the Bac Thang Long Urban City project is oriented towards building urban reconstruction housing, resettlement housing, social housing, official residences, and high-quality temporary housing at reasonable prices. The project’s population scale is approximately 80,000 people, with a preliminary total investment capital of 100,000 billion VND, to be implemented until 2032.

In addition to the aforementioned project, the Department of Finance also updated the progress of the multi-purpose urban area in Thu Lam and Dong Anh communes. The investor is Song Hong Future Group Joint Stock Company.

To date, the People’s Committee of Thu Lam commune has paid out over 1,400 billion VND in compensation and support for site clearance, corresponding to more than 181 hectares of land. Meanwhile, Dong Anh commune has disbursed over 24 billion VND, corresponding to 2.1 hectares of land.

In the coming time, the locality will continue to complete land allocation procedures for phase 1 with a scale of 156 hectares to the investor. The enterprise needs to prepare and submit the environmental impact assessment report for appraisal, while continuing to carry out site clearance for the remaining area.

The multi-purpose urban area in Thu Lam and Dong Anh communes has a total area of about 696 hectares, comprising three land plots in different urban subdivisions. The total investment capital is nearly 60,600 billion VND, with implementation progress scheduled from 2026 to 2029. Upon completion, this will be an integrated complex incorporating a smart city, contributing to the establishment of a resettlement housing fund for people whose land is acquired in Hanoi.

The two multi-purpose urban areas in the Dong Anh – Mê Linh area are being implemented in the context of Hanoi having recently approved the Capital Planning orientation with a 100-year vision. With the policy of relocating more than 860,000 residents from the Ring Road 3 area inward, the city identifies the development of large-scale, multi-purpose urban areas with synchronous infrastructure as a fundamental solution to sustainably restructure the development space.
