According to the announcement of Lac Viet Partnership Auction Company, the land put up for auction is located at position X2, former Hoai Duc district (now An Khanh commune). This is the property of An Khanh Commune Peoples Committee, located in an area planned for a commercial housing project.
The land has a total area of nearly 5.4 hectares, of which about 2 hectares for building adjacent houses will be auctioned for land use rights. The starting price for the auction is about 52.9 million VND per square meter, equivalent to nearly 1,100 billion VND for the whole lot. Meanwhile, 1,800 square meters of land for building a parking lot with a 50-year term will be leased by the city with a one-time payment, with a starting price of more than 5.3 billion VND.
To participate in the auction, investors need to deposit 20% of the total starting value of the land, equivalent to 220 billion VND. The auction will involve direct voting in multiple rounds, with a minimum of 5 rounds and a price step of 10 billion VND applied for each round.
The project also has several other items such as a community house, green areas, sports facilities, and traffic roads with a total area of more than 2.6 hectares. The winning investor will be allocated land by the State without land use fees. After completion, they need to hand it over to the local authority for management and operation.
The land is also allocated 0.5 hectares for social housing development. This area is exempt from land use fees and can be implemented as a separate project.

Located in the west of Hanoi, An Khanh commune has a total area of about 28.7 square kilometers and a population of more than 102,000 people. With the advantage of being close to Thang Long Avenue, many large urban areas have been formed around this area such as Sudico Nam An Khanh, HaDo Charm Villas, and Vinhomes Thang Long.
Last year, Hanoi set a record for land revenue with 107,900 billion VND, exceeding the estimate by nearly 125% and 2.6 times higher than in 2024. Revenue from land accounts for about 15% of the citys total budget revenue.
From now until 2030, Hanoi plans a total budget revenue of about 3.7 million billion VND. Thus, with the above plan, revenue from land could contribute 21.6% to the total budget revenue. This year alone, the city expects this revenue source to increase by 40%, reaching 150,000 billion VND.
