According to the decision, the South Phu Cu eco-tourism and urban area has a planned area of over 1,400 hectares, located in the three communes of Tong Tran, Tan Tien, and Tien Hoa (formerly in Phu Cu district). The area within Tong Tran commune alone accounts for about 79% of the total project area.
The tourism area is bordered by the Luoc River and the Tan Phuc – Vong Phan road, oriented to exploit the connectivity advantages with Gia Binh International Airport and the Hung Yen free economic zone.
Out of the 1,400 hectares, residential land accounts for over 34% with nearly 480 hectares, while the rest is mixed-use land (88 hectares), tourism service areas (nearly 54 hectares), an inter-level school (29 hectares), and other categories such as greenery, industrial production land, agency headquarters, schools, and medical facilities.
Regarding architectural space, the project uses the Luoc River landscape, the natural water surface system, and the Tong Tran hot mineral water source as central elements for urban development. The main functional areas include a gateway eco-urban and hot spring resort area, an urban service center, a riverside resort, sports and entertainment area, and cultural and heritage tourism in La Tien.
The project will develop eco-parks, a central regulating lake, squares, walking routes, and riverside public spaces. High-rise architectural highlights are arranged along the main traffic axes and gateway areas.
The project is oriented to become an eco-tourism area combined with new urban development linked to hot mineral resources, with a population scale of about 68,500 people.

Previously, on May 15, the People’s Committee of Tong Tran commune had a working session with Sun Group regarding the 1/2,000 scale zoning plan for the South Phu Cu eco-tourism and urban area. A representative of the group stated that they had updated the project map to perfect it. They will continue to study local recommendations to finalize the planning.
According to the People’s Committee of Tong Tran commune, the project is expected to open up many new development opportunities for the locality, promote trade and tourism, and contribute to the effective exploitation of ecological landscape potential.
Located about 50 km east of Hanoi, Hung Yen has been one of the strongly developing real estate markets in recent years, especially in the types of urban areas and eco-tourism complexes. Many real estate enterprises are developing large-scale projects in this area, such as Vingroup, Ecopark, Masterise, MIK Group, Sunshine, and Xuan Cau.
