The Geleximco consortium has been leased over 102 hectares of land by Ho Chi Minh City, including nearly 15 hectares of marine area, to implement phase 1 of the Cai Mep Ha port project.
According to the decision issued by the Ho Chi Minh City People’s Committee, the consortium consisting of Geleximco Group, International Transportation and Trading Joint Stock Company, and State Capital Investment Corporation (SCIC) has been leased nearly 103 hectares of land in Tan Phuoc Ward to implement phase 1 of the Cai Mep Ha General and Container Port project.
In this total area, nearly 15 hectares of marine area are allocated for sea reclamation to serve port construction. The project uses the land for the purpose of constructing a general and container port, which falls under the category of public land for business purposes according to the 2024 Land Law.
The investor is leased the land with a one-off payment for the entire lease term, with a land use term of 50 years starting from the effective date of the decision. The land lease for the project does not go through a land use rights auction because the investor consortium received investment policy approval in January and is not subject to bidding for investor selection.

The city assigns the Department of Agriculture and Environment to determine land prices, organize site handover, and complete land procedures; the tax authority will determine the land rent and implement exemption and reduction policies in accordance with regulations.
The investor consortium is responsible for using the land and marine area for the correct purposes, ensuring the project progress, fully fulfilling financial obligations, and completing legal procedures before commencing construction. The project must also ensure it does not affect maritime channels, national defense, security, the marine environment, and other lawful activities in the area.
In case of delay in putting the land into use, delay in progress, or use for incorrect purposes, the investor will be handled in accordance with the law.
Cai Mep Ha General and Container Port is one of the key seaport infrastructure projects in the Cai Mep – Thi Vai area. The project’s investment policy was approved by the Ho Chi Minh City People’s Committee earlier this year, implemented by the consortium of Geleximco Group, International Transportation and Trading Joint Stock Company, and State Capital Investment Corporation (SCIC), with a total investment of over 50,820 billion VND.
According to the planning, Cai Mep Ha Port has a total land use area of 35 hectares, of which the container port area is 229 hectares, including about 121 hectares of sea reclamation. The project invests in a harbor system with a total length of 7.5 km, capable of receiving container ships with a capacity of up to 250,000 DWT. Upon completion, the port is expected to reach a capacity of about 11 million TEUs per year, contributing to improving the operational capacity of the Cai Mep – Thi Vai port cluster and increasing international cargo transshipment capacity.
