Hanoi Over 3,300 people participated in an online lottery this morning to win the chance to buy 589 social housing units at CT3 Kim Chung, priced at about one billion VND each.
From 7 a.m. on July 4, the joint venture between Hanoi Housing Investment and Development Corporation (Handico) and Viglacera Corporation completed the preparations for the online lottery to buy, lease-purchase, and rent the CT3 Kim Chung social housing complex.
To facilitate the lottery, the developer set up two large screens showing the account login process, lottery rounds, and results. The lottery was divided into three sessions corresponding to buying, lease-purchasing, and renting. Each session had three rounds for priority groups, women, and non-priority groups. Those in the women’s group who failed to win a slot would draw again in the third round.
At 9 a.m., in the first round, 194 people from the priority group drew lots to select their apartment locations. This group included people with meritorious service to the revolution, relatives of martyrs, people with disabilities, and resettled individuals.
Around 9:11 a.m., Mr. Le Anh Tuan (32 years old, from Ninh Binh) successfully drew an apartment on the 12th floor with an area of 59 square meters. Mr. Tuan shared that he was “very happy and satisfied to win an apartment that is spacious enough and suitable for the needs of a family of four.” Participating in an online lottery for the first time, he said the login and drawing process was “convenient, required no travel, and had an easy-to-use interface.”

From 9:35 a.m., the second lottery round for the women’s group began with 1,610 applications. With a pool of 194 units, the competition ratio for this group rose to 8.3 applications per unit. Those who did not win would continue to draw in the third round along with the low-income group. This was also the round with the highest competition ratio, with a total of over 3,000 applications while the remaining pool was only 274 units, equivalent to a ratio of 11 to 1.
Among the lucky ones to win a 64-square-meter apartment, Ms. Huong Giang (32 years old, from former Nam Dinh province) shared that she “still could not believe she won.” She and her husband are workers in Dong Anh district and have two small children. She said the failure rate in this lottery round was very high, but she still “hoped to win, to make up for the arduous process of preparing the application.”
She said she was “nervous, heart beating fast” from the moment she logged into the software system until the winning result appeared on the screen. “I burst into joy and could not believe my eyes, finally the dream of settling down has come true,” she recalled.
Meanwhile, there was a sense of regret for many who did not win. Ms. Tran Hue (34 years old, from Hung Yen) had high hopes because she had two chances to draw. Registering to buy a house under the women’s category, she said that after failing in the second round, her “heart skipped a beat but she quickly regained her spirits because there was still a chance in the final round.” Knowing that the competition ratio in the final round was very high, she anxiously watched her phone every minute, waiting for the moment to click.
“By the next round, as soon as I pressed the button, the failing result appeared one second later, I was extremely disappointed,” Ms. Hue said, expressing regret for the hard work put into the application. In the context of the continuously increasing supply of social housing in the capital, she said she would continue to apply to find a place to settle down.

Ms. Nguyen Thuy Ha, Deputy Director of Viglacera Real Estate Business Company, said that since receiving applications, the unit had issued more than 9,000 appointment slips and more than 6,000 people completed applications to buy, lease-purchase, and rent. However, only 3,653 applications met the requirements, equivalent to about 60%.
Meanwhile, the total number of units for sale, lease-purchase, and rent was 929. For the 589 units for sale, there were more than 3,300 applications, equivalent to a competition ratio of 5.7, and 1.75 for lease-purchase. The rental pool alone had 212 units but only 58 applications.
Among the applicants, women accounted for the highest proportion at 47.4%, followed by the low-income group (47.2%), and the rest were priority groups including people with meritorious service to the revolution, relatives of martyrs, people with disabilities, and resettled individuals.
Ms. Ha said that with the number of applications far exceeding the supply, in-person lotteries could create great pressure regarding time, personnel, and process control. Therefore, they chose the online lottery solution to increase monitoring capabilities, store data, and minimize subjective influences. The system was deployed on a cloud computing platform, capable of handling up to 10,000 concurrent users. All data is stored and backed up by the enterprise for inspection and verification when necessary.

The CT3 Kim Chung social housing complex consists of three 12-story buildings, providing 1,104 apartments, including 929 social housing units, with the rest being commercial housing. The units have areas ranging from 49.75 to 63.8 square meters, with a selling price of 18.4 million VND per square meter. Buyers need to pay between 915 million VND and over 1.1 billion VND to own a unit. Meanwhile, the rental price is 91,700 VND per square meter per month, and the lease-purchase price is 312,860 VND per square meter.
Previously, the online lottery solution to buy and lease-purchase social housing was applied at the Rice City Long Chau social housing area in November 2025. The developer was a joint venture between Him Lam Capital Joint Stock Company and BIC Vietnam Joint Stock Company. The project had an average selling price of 29.4 million VND per square meter (including VAT, excluding maintenance fees).
Since late 2024, a series of social housing projects in Hanoi have broken ground, but prices tend to rise. Three years ago, the launching price per square meter at social housing projects was under 20 million VND, but now projects with prices ranging from 25 to 32 million VND continuously appear. Most recently, the social housing project for the police force at 275 Nguyen Trai was priced at over 32 million VND per square meter, equivalent to 2.2 billion VND per unit.
Last year, Hanoi completed 5,158 social housing apartments, exceeding the assigned target by about 10%. The capital is tasked with completing 18,700 units in 2026.
