Hanoi to reclaim over 3,000 hectares of land in Thu Lam and Phuc Thinh communes
Phuc Thinh and Thu Lam – two communes piloting the socialist commune and ward model – lead Hanoi in the scale of land reclamation, with over 3,000 hectares to implement nearly 360 projects by 2030.
The Hanoi People’s Committee has just submitted to the People’s Council an additional list of 873 socio-economic development projects requiring land acquisition, covering nearly 11,500 hectares. Previously, in May, the city approved a list of more than 3,000 projects with a total scale of 24,824 hectares requiring land reclamation by 2030.
Merging these two lists, more than 2,670 budget-funded projects require the reclamation of over 12,200 hectares of land. Private-funded projects account for only about 270 works, but are expected to need over 13,600 hectares.
Regarding the purpose of land use, transport infrastructure has the largest number of works with about 1,430 projects. Meanwhile, the urban residential land group has only over 280 projects, but the reclaimed area reaches more than 13,000 hectares.
Locally, Phuc Thinh is expected to reclaim the most land for socio-economic development projects in Hanoi from now until 2030. The northern commune of the capital needs to reclaim about 2,245 hectares of land to prepare for approximately 235 projects. Most of these projects are transport infrastructure, education, entertainment, and cultural facilities.
Thu Lam commune is also among the leaders in the list of planned land reclamation for projects in Hanoi. Specifically, this commune may need to reclaim nearly 800 hectares for 121 projects. Among these, 66 are budget-funded projects and 52 are land-use rights auction projects.
Thu Lam and Phuc Thinh are also the two localities recently selected by Hanoi to pilot the socialist commune and ward model. The two communes have a total area of over 86 square kilometers and a population of nearly 200,000.
Among them, Thu Lam commune is over 43 square kilometers with a population of over 100,000; Phuc Thinh commune is over 42 square kilometers with a population of over 90,000. The average per capita income in the two communes in 2025 is about 90 million VND. The population of the two localities is projected to reach approximately 690,000 people by 2030.
Hanoi selected Thu Lam and Phuc Thinh based on spatial development orientation, infrastructure conditions, potential, governance capacity, and the readiness for innovation of the local political system.

In addition to the two northern Hanoi communes mentioned above, according to the list, two other communes in the capital also need to reclaim land to implement at least 100 projects over the next five years: Yen Bai (124 projects, about 543 hectares) and Duong Hoa (100 projects, 318 hectares).
Several other localities need to reclaim over 1,000 hectares of land, such as Thien Loc commune (86 projects, 1,072 hectares), Soc Son (84 projects, 1,038 hectares), Phu Dong (49 projects, 1,265 hectares), Dai Thanh (47 projects, 1,055 hectares), Thuong Phuc (39 projects, 1,174 hectares), Thanh Oai (23 projects, 1,775 hectares), Dan Hoa (12 projects, 1,932 hectares), and Tam Hung (11 projects, 1,589 hectares).
Southern communes such as Dai Thanh, Thanh Oai, Dan Hoa, and Tam Hung have a small number of projects, but the reclaimed area is large because it is mainly used to serve the Hanoi International Sports Urban Area.
