Hanoi urges 243 pilot commercial housing projects – VnExpress

Hanoi has requested the acceleration of 243 projects piloting the expansion of land types for commercial housing, after 46 projects have been basically completed.

This information was stated in a report by the Hanoi People’s Committee on the implementation of the National Assembly’s Resolution 171. Accordingly, investors are allowed to negotiate land use rights for agricultural and non-agricultural land (commercial and service land) to develop commercial housing projects.

The city stated that there are 298 land plots (covering an area of about 1,530 hectares) under the pilot scheme from April 1, 2025, to the present. Through review, 46 projects have received approval for investment policies, investors, or policy adjustments. Among these, 18 projects have been allocated land and permitted for land-use conversion by the Chairman of the City People’s Committee.

Currently, out of the remaining 252 projects, Hanoi requires urging the implementation of 243 projects. The Department of Agriculture and Environment is requested to urge the parties to carry out project implementation procedures. If, after 3 months, investors do not proactively contact the departments, sectors, and localities, the Department may propose removing the project from the pilot list.

The largest project in the group needing accelerated pilot conversion to commercial housing land is the Dong Mai ecological housing area, covering more than 222 hectares in Yen Nghia and Phu Luong wards. The project is invested by Phong Phuoc Investment and Development Joint Stock Company. Another project with a scale of over 100 hectares under the pilot scheme for conversion to commercial housing land is the Van Minh new urban area in Thach That and Quoc Oai.

Also according to the Hanoi People’s Committee, 9 projects have proposed to withdraw from the pilot list. Among them, 5 projects overlap with bidding projects for investor selection, and 2 projects overlap with the Bac Thang Long Urban City multi-purpose urban area.

The pilot policy for converting agricultural and non-agricultural land use rights for commercial housing projects under Resolution 171 has been extended until April 1, 2030. Previously, businesses were only allowed to develop commercial housing projects when they had land use rights for residential land.

The conditions for a project to be piloted are that the land area or plot must be in an urban area and comply with district-level land use planning. The pilot project must have a maximum of 30% of additional residential land area during the planning period (compared to current land use status) in accordance with the land allocation and zoning plan of the provincial planning up to 2030.
