Bac Ninh urges progress on the 21 trillion VND resettlement project for Gia Binh airport

The People’s Committee of Bac Ninh Province has requested the investor to complete the technical infrastructure of the resettlement project, covering over 340 hectares for Gia Binh airport, before August 2.

In a document sent to departments, agencies, and the investor, the Bac Ninh Provincial People’s Committee stated that the progress of the resettlement project for Gia Binh International Airport remains slow. To date, nearly 1,700 households with 6,800 people have been relocated, handing over cleared land for the airport construction.

The province noted that the investor, Song Giang Infrastructure and Real Estate Development Joint Stock Company, had committed to basically completing the resettlement infrastructure before July 15 to hand over the land by the end of this month. However, in reality, they have not fulfilled this commitment. Meanwhile, all relocated households are currently living in temporary housing with poor living conditions and facilities.

According to the provincial People’s Committee, this delay is the responsibility of the investor, affecting the rights and interests of the citizens, as well as the land clearance mobilization work for the next phase.

Bac Ninh Province requires Song Giang Company to speed up the project implementation, ensuring the completion of the technical infrastructure before August 2. Relevant departments and agencies have been assigned to resolve any difficulties (if any) to help the enterprise ensure the project’s progress.

In Song Giang Company’s environmental impact assessment report late last year, this resettlement project was proposed to be implemented under the public-private partnership (PPP) model, specifically a Build-Transfer (BT) contract, with payment made using land funds.

The project has a total planned area of about 341 hectares, located in Dong Cuu, Gia Binh, Luong Tai, and Trung Chinh communes. With three main subdivisions, the project provides resettlement housing for people affected by the land clearance process for Gia Binh airport. The project has a population capacity of nearly 52,000 people and a total investment of nearly 21,300 billion VND. The implementation progress is scheduled from 2025 to 2032.

Song Giang is a new real estate enterprise established in early September 2025, headquartered in Bac Giang Ward, Bac Ninh Province. The enterprise has a charter capital of 1,000 billion VND, operating mainly in the real estate business sector.

The Gia Binh International Airport project was approved in principle by the National Assembly in December 2025, with a total capital of over 196,000 billion VND. Masterise Group was assigned as the investor of this mega-project. Phase 1 requires over 141,230 billion VND, and Phase 2 requires over 55,100 billion VND.
